  • Context: PNGRB launched National PNG Drive 3.0 on 1 October to accelerate adoption of Piped Natural Gas (PNG) and utilise existing City Gas Distribution (CGD) infrastructure.
  • Targets by FY 2027
    • 50 lakh new domestic PNG connections.
    • Convert 40 lakh connected-but-unbilled connections into active/billed users.
    • Register 50 lakh additional users.

Current status (30 June)

  • PNG consumers: 1.74 crore
  • Billed consumers: 1.15 crore
  • Existing pipeline network: ~6.9 lakh inch-km
    • Steel: ~2.5 lakh inch-km
    • MDPE: >4.41 lakh inch-km
  • Existing infrastructure can support ~1.3 crore additional connections.

Why PNG?

  • Cleaner fuel compared with conventional solid/liquid fuels.
  • Supports greater natural gas share in India's energy mix.
  • Promotes reliable and convenient urban household energy.
  • PNG adoption can reduce pressure on LPG supply chains.
  • City Gas Distributors (CGDs) will receive an additional 200 SCM of lower-priced Administered Price Mechanism (APM) natural gas for every incremental billed domestic-PNG connection beyond their prescribed threshold.
  • PNGRB: Regulates the downstream petroleum and natural gas sector, including CGD networks and natural-gas pipelines.
  • CGD: Distribution network supplying PNG to households and CNG to vehicles/industrial consumers.
  • PNG vs LPG: PNG is mainly natural gas (predominantly methane) supplied through pipelines, whereas LPG mainly comprises propane and butane and is supplied in cylinders.
  • MDPE: Medium-Density Polyethylene; widely used in CGD distribution pipelines because of its corrosion resistance and flexibility.

Prelims Question

Q1. Consider the following statements regarding the National PNG Drive 3.0:

  1. One of its objectives is to increase the number of active/billed domestic PNG consumers by converting existing connected-but-unbilled connections.
  2. The scheme seeks to expand PNG adoption primarily by constructing an entirely new CGD pipeline network rather than utilising existing infrastructure.
  3. Under the proposed incentive mechanism, CGDs can receive additional lower-priced APM natural gas for incremental billed domestic-PNG connections beyond the prescribed threshold.
  4. A greater share of PNG in household energy consumption would necessarily eliminate India's dependence on LPG.

How many of the statements given above are correct?

(a) Only one
(b) Only two
(c) Only three
(d) All four

Answer: (b)

Explanation:

  • Statement 1 is Correct: The drive specifically targets connected-but-unbilled consumers, seeking to convert them into active users.
  • Statement 2 is Incorrect: A major objective is to utilise existing CGD infrastructure, which already has substantial capacity for additional connections.
  • Statement 3 is Correct: CGDs are proposed to receive additional 200 SCM of lower-priced APM gas for qualifying incremental billed domestic-PNG connections.
  • Statement 4 is Incorrect: Greater PNG adoption may reduce pressure on LPG supply chains, but it cannot logically be said to eliminate India's dependence on LPG.
